Yes that is the reason. Please make sure the /css folder is writable (has permissions set to 775). If you don't know what that means please address this to your hosting provider they should be able to do this for you.
I have set /css folder permission to 775, but still no luck.
The file is not there - css/less.css It is supposed to be autogenerated? I have other css files, a folder less with only layout.less file and that's it.
Should I do something else, link reinstall the theme?
yes the file cssless.css should auto-generate from css/less/layout.less
Weird as this issue has always been resolved like this, are you sure 100% that file permissions are set correctly and it's allowed by your hosting provider? Do you have some button like "Reset your files permissions" in your hosting admin panel as I do? That might help.
Re-installing shouldn't be necessary but I'd give it a try anyway.
I installed the theme on a fresh Wordpress.
But at least the menu does not look good at all. Check it at http://www.prestagear.com
Chrome inspector shows one css file missing /wp-content/themes/mightymag/css/less.css?ver=all
