I try to create a Wordpress new account. The windows with the registration form is displayed. I would like to know why the message "A new password was sent to you by email" is displayed when the form appear (and not after the submission). Thank you for you help.

That doesn't seem to be the PowerMag native registration form though, looks like customized manually or by some plugin. Unfortunately regular support do not cover third party plugins or customizations. Please try to disable all plugins as first troubleshooting, and if the problem persist I'll take a peek, thank you.
The english msgid say that a password will be e-mailed... it is correct. The french translation say that a password was e-mailed... (for sure not before submitting the form...)
Yes the problem is simply that! Apologies I didn't think about it at all. The translation was shared by a (kind) French user, I didn't check it directly not being French my native language. Feel free to edit the translation by using some software as Poedit.

Thank you very much for you answer. I can understand that you don't provide support if some customizations are in place.
I don't update any theme php files, but you are right, I use plugins.
So as the registration form was custimized, I disable the plugins impacting this form :
- MailPoet
- Wangguard
- Register Plus Delux
- WP All Security
After that I purge the WP Super Cache and disable the corresponding plugin
Now, I'm with normal registration Powermag window, and the e-mail message is also displayed before submitting entry.

Maybe it is normal, because I think there is a bad translation in french :

If we submit, we have a green message displayed in the window. So I suggest a better french translation : "Un nouveau mot de passe vous sera envoyé par e-mail"
