Hi there,
1. That is not a widget but a theme feature configurable in Theme Options > Home Tabs
2. New feature added to 1.8 that was release last week. Please upgrade to have it on your HP regular widget options.
3. Theme Options > Backgrounds > Layout Style > Boxed
