Well you'd need to customize theme files in order to achieve this, by moving the title tags before the featured image directly in content-single.php. Probably also some CSS changes would be needed to adjust spacings, unfortunately personal customizations go beyond regular support though.

For posts, we would like to move the title from below the image to ABOVE the image.
