Where did you check? The theme is actually localization ready, the language file is located in languages/snews.pot
You need a software like Poedit or similar in order to create your own Turkish language file.

i download poedit, language files are also ready... where i will add them? which folder?
The best option is to add your .po .mo files in wp-content/languages/themes/ so you won't lose your translation after a theme update.
The name of the MO file should be:
{theme-textdomain}-{locale}.mo
. For example, twentysixteen-fr_FR.moIn this case it should be snews-tr_TR.mo
(even if not required, I suggest to name also the .po file the same.)
You need to have/set your WordPress dashboard in Turkish for it to load the right language file on the front-end.
