1. Visual Composer is not needed hence is not part of the theme, in fact, it's not advertised anywhere
2. Not sure I got this right, if you want to setup the theme manually (which I also recommend), just follow the instructions on the docs > Creating The Homepage.

That's the compatibility box, it means it is compatible with the listed plugins, not that is required or bundled...in fact also other premium plugins as WPML is listed for e.g.
When VC is needed for the homepage for example you'll see it advertised everywhere.

#1. Weird as I re-tested myself as to heck if it was some broken link but I could install successfully. Perhaps some permission problem on your server?
If you still think you need that, you can manually download the importer plugin here:
and manually upload it in Plugins > Add New > Upload Plugin

What do you mean by that? I don't quite understand from the screenshot. You need to fill the homepage sidebars with Widgets as explained in the documentation > Creating The Homepage.
#3. The translation file is located in languages/snews.po
